Upper Loup Natural Resources District Notice of Public Hearing

 

   The Upper Loup NRD will conduct a public hearing on Thursday May 10, 2012 to receive public testimony in regards to proposed amendments to the Upper Loup NRD Ground Water Management Area Rules and Regulations. Revisions include an acre feet withdrawal per year, Phase 2 Area water quality rules and regulations were added, and the sunset date on the allotment of 2,500 new irrigated groundwater acres annually has been removed.

    The hearing will be at 7:00 p.m. CT, at the Upper Loup NRD office in Thedford, NE.

     A full text copy of the amended Ground Water Management Area Rules and Regulations can be obtained from the Upper Loup NRD office or viewed and downloaded from www.upperloupnrd.org

Small Acreage Tree Packages Available

Do you have enough protection? Trees provide important benefits such as protecting homes from wind and snow, helps reduce heating and cooling costs, prevents soil erosion, and provides wildlife habitat. The Upper Loup NRD has a new Small Acreage Tree Packages available for order. Each package will include 10 each of the following species:  Ponderosa Pine, Rocky Mountain Juniper, Hackberry, Chokecherry, and American Cranberrybush. Applications Required for Irrigators That Are Planning to Add NEW Irrigated Acres 


Application forms for landowners interested in developing new irrigated acres are now available online, at the ULNRD office in Thedford or can be mailed out upon request by calling the office at 308-645-2250.  The forms are available now so that each applicant has the appropriate time to complete the form, but landowners are reminded that applications will only be accepted by the NRD till December 31.  Landowners will be notified of their application’s outcome by January 31.

According to state statue and the Upper Loup NRD Ground Water Rules and Regulations, through year 2012 the district is allowed up to 2,500 new acres of groundwater irrigation annually.  If applications for new irrigation acres exceed the 2,500 a ranking process will be used to determine the acres that will be approved.  The criteria reviewed in the ranking process include the status of groundwater and surface water levels, the concentration of irrigation, the type of acre being developed, the type of irrigation system to be used, and the soil classification.
